I'm guessing you don't know what you're talking about?

PHP is not on 99% of servers. It's close to about 40% now i believe. Perl is just as capable of running as an apache mod or ISAPI as PHP is. In fact, in the last netcraft survey, mod_perl (the apache mod version of perl) was found on more servers than PHP was. PHP also runs in CGI mode by default on windows. Please get your facts straight.
