Looks to me as if the web server cannot handle the amount of traffic being generated vis the CGI scripts. Since the UBB went over to the V6 format this has been a common occurance on a few site I regularly visit. It never happened with v5.x UBB's though. Maybe moving hosts is in line or if you own the server itself, an upgrade.
