Some of the sites would share some of the discussion topics (e.g. 'posts' entered into a topic on one of the sites will be available in the same topics on the other sites).
To answer your first question, yes, you can accomplish that to an extent with style settings in the ubb. To answer your second question, no, that is not yet possible with the ubb.
