The announcement feature has changed from UBB5. To show/make an announcement on the forum summary page go to your control panel and then to to the Primary Settings dropdown box, select General Display Settings. Scroll down and you'll see a field called "Forum Intro Text". That is where you type your Announcement and it will appear at the top of the forum summary page.
Go through the same process to make intro text in each individual forum, but do it through Forum Settings. After selecting a forum to edit, look for the Forum Intro Text box and type away.
