NT/2k returns "permission denied" often when there is no real permission issue.
If it's happening infrequently, you're simply catching the system in the middle of one operation... while this is something that we've tried to prevent in the code, it does happen from time to time.
If things get chronic, you should consider switching to a less loaded server, or to something Unixy.
