Oh hmm...how hard is that to do? :-)
I'm not really afraid of going in and modding code if I have to. Ideally I just want to set up a "temporary" forum that can only be viewed when it is specifically linked to through its url, and nowwhere visible through the active topics list. Searching probably doesn't matter because it won't likely have many posts as I just want to set it up as a "demo" forum for proposing new forum topic ideas to the "higher ups"...but not to the general public user.
