This is what I have in my root .htaccess:
php_value upload_max_filesize=20M ;
LimitRequestBody 10240000

I am able to upload files up to 20Meg.

Also, be sure that if you create it in notepad.exe that you save as filename .htaccess file type is "all files". Otherwise you will end up with .htaccess.txt
