You can use the autogroup change mod: https://www.ubbdev.com/forum/showflat.php/Number/80981And only allow users in a certain group to post in that forum. The hack is written for 6.3, but it should give you somewhere to start. I haven't used this personally, so I don't know what it entails or how hard it would be to update as I haven't even installed 6.5 yet. Hope this helps.
