You need to disable safe mode in your PHP.INI like this...

; Safe Mode

safe_mode = Off

; By default, Safe Mode does a UID compare check when
; opening files. If you want to relax this to a GID compare,
; then turn on safe_mode_gid.
safe_mode_gid = Off

Do you have access to PHP.INI? If not, then you'll have to ask Lycos to do this for you

If they won't, then search for a new host ASAP
