Static is perfectly fine, animation is not a requirement.
In fact, generally animated logos tend to be quite large and not very pleasing to those with dial-up net access.

Several logos posted here were
excellent, but unfortunately they would be too slow and might be a tad annoying.
One was 60k in filesize, another was 28k, that's much too much for the top of all our pages!
