This is very easy and one of the first things I did (after fixing moderator statuses)... lib_posting contains a line around 730 that looks like:

$post_body .= ("

$vars_wordlets{signature_break}

$user_profile[12]");

Change it to:

$post_body .= ("

$vars_wordlets{signature_break}
$user_profile[12]");

That will still leave a blank line between the end of the post body and the sig seperator, but will not leave a blank line between the seperator and the sig. To remove both:

$post_body .= ("
$vars_wordlets{signature_break}
$user_profile[12]");
