If you're talking about $MainButtonsLine itself, that can be controlled via the sub MainButtonOptions in public_common.pl. If you're talking about the area around $MainButtonsLine... That's hardcoded into almost every template, so you'll have a bit of a job changing it. Sorry.
I think the hack you're describing is the Cosmetic Links hack...
