The point in "just storing them" is so that there's a place to store topics that you don't know whether or not need deleting at that time... Kind of a UBB Purgatory, if you like.
Of course, deleting a topic with or without the Recycle Bin mod will mean that it's gone permanently, that's the point in deleting it...
