There are a few ways of telling, none of them very accurate:

1) They tell you
2) They ask you for a recent version
3) The board has just opened and they're using a very old verion
4) They don't know what you mean by Members Area

If you report someone, ip first check to see if they do have a license. Nine times out of ten, nothing happens. In my experience
