Flock is not supported on the Windows 9x platform. You need Windows NT 4.0, Windows 2000 or Unix (Linux).

Workaround (only for test installations):

Open ubb_lib.cgi and comment out flock

#flock(FILE,LOCK_SH);
} #end shared lock sr

sub lock {
#flock(FILE,LOCK_EX);
} #end lock sr

sub unlock {
#flock(FILE,LOCK_UN);
} # end unlock sr
