jIRC is just a java applet for a channel on an IRC server, it's not it's own IRC chat.
Chatspace.com has stuff, you can run it off your own server or pay them to do it. I think there's a free one, but it'll limit it to 100 users at a time (might be different now, been a while since I was there), which I think in most cases is enough unless you plan on making a warez server
