I think he means a graphics card fan. Atleast I hope that's what he means, since that makes sense..
Yea, keep it on and see if it'll do POST eventually. I hope you didnt fry the card too, that's not a cheap piece of hardware. Ofcourse, booting without the fan is not the best idea.
