Hey Tech-Ni-Kal,
Here's how I did it (using Paint Shop Pro 6, not sure if that's what u use, but it might help anyway :)). I first made the image 176x62. Used flood fill with whatever color (not too dark though). Then use Texture in Effects (not sure what the texture I used is called, but it was #10. any sorta-soft messed-up-blanket-like texture would work though). Then under Effects again, added tiles. Then resized it down to 88x31.
So, just pretty much put the tiles above any soft texture effect.
