the lower the ping time the faster the site will seem. It doesn't measure bandwidth per se, but mostly distance. or the number of hops it has to take to get to the destination server (and then back)

The more hops, the longer it takes to get to you. (generaly speaking)

Some hops can take much longer than others...

In the obove trace, you see where it jumps from 50ms to 109ms. That is a slow hop and is adding drasticly to the ping time. It could also just be the cross country hop and be a long distance to travel. Either way, you'd really want to get on a site like http://taex001.tamu.edu/cgi-bin/traceroute or one of the others listed at: http://www.traceroute.org/#USA to get a bettwe idea of response times..Generaly I'd say that under 100ms is good..the lower the better.

You'll notice the bigger the ISP the lower the ping times because they are able to get bigger pipes closer to the "core" of the internet, therefor saving hops...
