I only sometimes get an error.."couldn't Spawn Child Process"..what does this mean?

webservers spawn "child processes" to handle cgi requests, so if your webserver has a limit on the number of procs its allowed to spawn, and you go over...
not sure how to disable it as i dont know what server your using (and im not sure disableing it would be a good idea).
