How will this effect users like myself that login at home and from work - does it mean that if I leave my home pc browser open at my UBB page I won't be able to access from another PC?

What MM said. Remember that your users IP will probably change on occasion, expecially if they are using a dialup account. Even my cable connection swaps my IP on occasion (it has happened twice in one day before).
