Is there any way to the user who don't want to belong to the forum any more remove him/her self?
Some users just log-in then use the forum for couple days, then they don't want it any more.
Would be great if the can remove him self.

No - they can't remove themselves. You can delete users not active within X number of days via the Admin panel - or you can manually deleted them as needed.
