I was wondering if someone could help me out with this. How would I go about adding a custom field to each user's profile that only Moderators and Administrators would be able to see when viewing their profile?
It would also need a way to be edited by the mods/admins...any ideas?

There are several hacks around here that add custom fields to the profile page. Have a look at the modification index and use them as a guide to add the field you want.
