I tried to look for it, but didn't find anything.
Is there a way I could give permission to start new topics after they have 50 posts? 0-49 they could just reply.

On TrekBBS, I did this by creating a group for each rank. Every fifteen minutes or so, a script run by cron runs through all of the members and promotes them to the next post count based group if they belong in it.
UBB.classic: Love it or hate it, it was mine.

You could have a group that only has reply functions in your forums. Then use the Auto Group Change mod to switch them into a group that has permissions to start new threads. You should be able to find it in the Modification Index.
