Am I missing a permission somewhere? I'd like to be able to force people to display the image tags associated with the groups they are in.

No you probably did not miss anything.
The user still needs to go to mystuff>>profile and select the image.
Maybe Rick will figure out a method in future releases.
Right now it is a issue of which image to display
There is no such thing as stupid questions.
Just stupid answers.
