my english is not so good but i'll try to explain better....is something like this:
Being administrator os mod you can set all members level ( like 1 to 10 )
so, only good member would receive higher level, then if they have lvl 5 they can make a topic with 1, 2, 3, 4 or 5 permission
only people with this permission or admin's and mod's would be able to see theses topics.
Also admin's and mod's could change the permission level.
