Hey. I am going to get a server, but with so much choice, I don't know which one.

Are there any with just a flat out fee, rather than monthly fees ? Preferably it'd cost about $40/$50 dollars, or is that too hopeful ?

I need this for a UBB, if that helps.

$40-50 for how long? Most places charge monthly, or you pay for an entire year's hosting straight out, if you choose to. For a UBB, you're going to need at least a moderate amount of space, plus cgi/perl support. You need to be a little more specific about how much you're willing to pay though.
