this is simple to set up.
1/ Create a forum and choose for that forum's topics to be displayed on the portal.
2/ Give yourself access to create new topics in that forum, but only allow users to create replies.
now whenever you create a new topic, it will appear on the portal page in blog-style format.
you can modify the permissions for that forum as you choose.
