Yes Q3W is perfectly done, by Turb.
A board with so much members is difficult to modificate, and Turb took his chances and it ended up to 27000+ happy members, without messing the board for once.

How do i know that? well i am one of the first members there.

Ye, thing is with Q3W, it's a hard place to hack and look after, the server we're on is shared with a loada other big sites, and although we're the biggest, we need to leave resources for the other guys. Members at the boards don't like prunage, they're always reviving old threads etc for the fun of it, so pruning is tough, but it is done quite regularly (believe it or not). I would like to use the PM and Who's Online hack on the board, but they're massive resource hogs, and is really quite a big risk. All hacks at Q3W have been either coded by me or re-optimized just to free up those extra CPU cycles.
