I am looking for an ad company that pays you when people look at your ads, not clicking, just looking.

I've never heard of any company giving out this kind of service, but if you mean looking at ads while you surf.
Alladvantage is one.
But if you want one on your website, you can try to attract people to paying you for putting up a banner to their website.
I've done that with my old site.....
