this is in the cgi-lib.pl and I see that some perl scripts use this. But what does it exactly do? &is it really necessary? what happens if I dont use it? etc & etc...

It's a sub, when called in a script(that requires it) that will parse your forums or URL what have you.

Do not use ReadParse. Its old, its outdated, and unmaintained.

It is not up to spec any more. In fact you shouldn't use cgi-lib.pl at all, not just readparse.

CGI.pm is the way to go.

Best to read it right from Tom Christiansen (one of THE main Perl guys) himself in this article from a while back.
