question, i've been on many ubb and i always see this design.. can you tell me what hacks and templates are used?

Those are custom designs. There isn't a published hack for it yet. If you want something like that, you'll have to do it yourself, for now. You'll have to know some HTML and a little bit about how the UBB variables work and stuff, but it shouldn't be too hard. It will all be in public_forum_summary.pl.
