Nonmembers can be able to put to the vote.. I want their votes too.. How can we prove this operation ?

That's a VERY bad idea - they can remove cookies and disconnect + reconnect - then the same person can vote many times

Go into your polling options and only check the usergroups you only want to be able to vote in polls.

Due to the way the polling system is set up, unregistered users can not vote. There is no way to properly record their votes.
