How can I add or remove admin rights in the php 5.4.2 version?

I know I was able to in earlier versions.

This has been moved into the edit user screen. If you edit the user from their profile or after looking them up you will get this option.

Is there an easy way to make it so the Moderators can see invisible users and the IPs of people who have not logged in?
