We are curious as to why polls go off IP addresses and not usernames. Is there any way we can change it?

If you configure them so that they must be registered to vote - then they do go off usernames (usernumber actually). If you allow anyone to vote (incl. anonymous users) then it goes off IP.
So in your config file, set it so that they must be registered to vote, then it will work off user number.

Coming back to this one. Having upgraded to 6.5, I cannot see this setting anywhere, and members have said that it is going off their IP address again.

I think you might be running into the same bug I encountered. I posted a bug report and fix at the official forums. I hope this helps!
