Thanks to Judy Norack for the suggestion and information on how to do it, User Profiles now are ICQ enabled. Basically you can edit your profile and enter your ICQ number if you like, and any user looking at your profile will see if y ou are online or not.

Because of the ICQ status licence agreement at http://www.icq.com/legal/indicator.html you may or may not be able to use this feature depending on the size of your user database. This is just another config option so if you cannot, it is easy to turn off.
