Hi, this is what I'm looking for my site:

An Irc server
with a web interface that would let me to connect 1) To my own channels on my server 2) To the outside world IRC server (like Jirc does).

I use it and it's great. It's a front-end to an existing IRC server, you can use someone else's or simply setup your own server.
