Who owns the copywright to the icons?

I would like to alter the confused graemlin so it is not so sad.
But i want to know if i can do it right away or have to ask Infopop or the creator of the icons of permission?

The changelog stated that posticons is going to be changeable in 6.1, will that be the same for the graemlins?
