I've been through the Control Panel and can't see a clear way to create/change a graphic for the header like this.

Can someone advise a link or show me the internal path structure to do this please?

Well the controlpanel>Display Options - Tab - HTML includes.
Has that option.
Using the default header and footer fields.
You can enter php or html in them.

Just like here.
where you see the UBBDevelopers banner above.
In fact you can have a different header or footer per forum. by editing forum details and select custom inserts.

As far as rotating images as I replied.
I use:
http://www.spyka.net/scripts/javascript/simple-banner-rotator.

I have it all contained in the html includes fields. Script and settings.
Settings are a little cumbersome but once you learn them they are easy.

Yeah, here we have the static data in the HTML includes, and any changing dynamic data is loaded from a php file (header.inc.php/footer.inc.php) via a php include (this head/foot code is carried over from my other sites, which generally have all of the data in them).

Well the script that I referenced. No hacking involved.
Just place it and edit it from the ubb control panel.
It supports multiple locations like islands ,header or footer on one page
And you can have them rotate or be static
And set it to not duplicate the same image.
And set expiration dates

As well as have the image to have a url link.
