Maybe this is an idea, a possibility to make announcements appear on each forum, or selected forum, just like in vbb, maybe an option it to let it display on chosen dates, from date to date or for a certan number of days, and the announcements has be to sticky at all costs

But the announcement should not appear above the topic listing, but as a topic with smth like:
Announcement:BlaBlaBla
and it should be displayed only when clicking on it, just like a topic.
VBulletin from JelSoft has this function.
