I've seen several Web sites where the news somehow tie into UBB so that admins can post/update news easily as well as discuss news topics.
I will give you two Web sites that do what I'm looking for:

As you will see, the Web admin(s) can manage news easily and offer users the ability to discuss the topics in a UBB forum.
