A centralized location for hack files. I can not tell you how many times I have went back to grab a copy of a hack only to find the link is no longer active and or the person no longer running their site. Plus when this happens the hack dies unless by some chance someone can forward a copy to a developer for an update. How nice it would be to come here, read about it and also get a copy. One stop shopping

Maybe Attachments would be nice, since it would never be down on this server. External linking is a risk like you said.

I liked the way ubbhackers.com has it where they have a database very simular to the forum structure (this was for 5.x) where you submit hacks and creates a thread in the forum.

A simular thing here would have it easier to get hacks in my view.

Thanks for the ideas, I've just started a discussion about it in mods forum to see if there is any security reason not to add it.
