When a user has not voted, they see a ballot. After the user has voted, they see the results. They do not have the option to vote again. If they wanna try to vote again by using their back button and getting the poll's ballot again, they can ... however when they try to submit a second vote, they recieve an error message saying that they've already voted.
So I don't exactly see your point ...
