I did find it
print header(
-cookie => [$pntf_cookie_data, $my_pms_cookie],
-charset => "$masterCharset"
-type => "text/html",
);
was a simple missing , in line -charset => "$masterCharset"
not sure why this happened but thought it might help someone else
