Let's say you change the site rules and want to ensure that everyone is aware of the changes and must agree to them before they can post again. It would seem to be a simple mod to have a tracking variable which can be reset to 0 and if set to 0 for any user trying to post sends them to the showrules.php which then requires them to submit the rules with a I AGREE button checked.
