When the script runs, check to see whether the user is in Group 1 or Group 2. Then generate the appropriate menu.

I could be wrong, but he might have meant, "okay, that was a little vague. Can anyone else tell me EXACTLY how to code it?" I may get some heat for saying this, but I think a lot of mods and active members in this community unfairly assume that everyone is a Perl or JavaScript guru. (Unless it's posted in the New Members forum.

i need a menu where i can define for several groups the items they can see with readaccess or with rights to modify.
i think i don't need the exact code... i need ideas how to code the menu to make it flexible. i don't like a menu where i have to modify the code for changes... i try to code it..

Yes, cgi-lib should never be used. It's old, outdated, unsupported, can't run under strict, and less secure couldn't you use the use::CGI modedule, i've heard its easier and less buggy.
