Is there a way for a user to submit files to a designated section of the website via an online forum using cgi or soemthing?
If so how?

you mean uploading files?
Yes you can do with Perl. If you are searching it for UBB, there is a mod for this as I remember...
or try CGI.pm it also comes with an example about that...

yeah u can just do a open() on an input type=file but u need a special enctype... *runz off to search for it*
