hey does anyone know for what's this code for?

B'cuz I wanna use frame for my forum, which the address is not Ultimate.cgi, but the frames which call Ultimate.cgi
so, if someone call the forum by calling Ultimate.cgi, it won't call the frame.
I want to know how to auto-redirect to put at Ultimate.cgi, forumdisplay.cgi, and ubb_library2.pl
