UBB.Developers Forums Community Development Programming HTML, CSS, and JavaScript Add Code Before [HTML] tag

What do I need to edit to add code before the tag? I just need the code on the ultimatebb.cgi, meaning the page people go to when they first enter the forum. I'm using v6.0 final, if that info is required.

I think this is more of a perl question. I'm not sure personally since I haven't worked with the UBB files in several months.
