okay, I see a lot of sites with images or backgrounds with a lot of horizontal lines across them. I use photoshop, but I cannot figure out how to do this. On example is the 3:16 site. Can anyone help?

Go here http://www.v-d-l.com/up_download.html and download this plugin after you have it installed goto your plugins menu and in unplugged tools there is a filter that is called interlace it does the scan lines really easy but if you want to learn more about photoshop do the tutitoral I learned some useful things from it
